U.S. District Judge Charles Breyer ruled against President Donald Trump on Thursday, handing control of the state’s National Guard back to Democratic California Governor Gavin Newsom amid ongoing protests to Immigration and Customs Enforcement (ICE) raids in Los Angeles.
