Fewer dwellings put to use, but construction permits rise significantly
In 2025, 12,062 new dwellings were built, 9.3% fewer than a year earlier. The number of dwellings to be built based on issued construction permits and simple declarations was 28,081, 37% more than in 2024.
In 2025, 12,062 dwellings were put into use, representing a 9.3% decrease compared to the previous year.
In the capital, 14% fewer dwellings were built than in 2024; in towns of county rank 26% fewer, and in villages 6.6% fewer. The number of dwellings put to use increased (by 8.9%) only in smaller, non-county-rank towns. While its share decreased slightly, nearly one third of new dwellings were built in Budapest.
The spatial concentration of housing construction is also strong within the capital. 62% of Budapest’s 3,949 new dwellings were built in four districts: 732 new dwellings were put into use in District XIII, 636 in District IX, 631 in District VIII, and 458 in District XI.
Apart from an 8.2% increase in Pest region, a 8.8% increase in Southern Transdanubia, and a 3.9% increase in Western Transdanubia, the number of dwellings put to use decreased in all other regions year-on-year. Across the countryside, a higher number of new apartments was put to use only in a few larger settlements – among the county seats, Nyíregyháza (294), Kecskemét (276) and Szeged (210), as well as Siófok (287) and Keszthely (226).
The share of dwellings built by natural persons decreased from 38% to 36%, while the share built by enterprises increased from 61% to 64% compared to the previous year.
51% of dwellings put into use in new residential buildings are in detached houses, 39% in multi-dwelling buildings, and 6.5% in residential complexes.
The average floor area of dwellings put into use decreased by 1 m² to 95.6 m² compared to 2024. The average size of dwellings in the capital was 71.3 m².
The share of dwellings built for sale was 64%, and that of dwellings built for owner-occupation was 34%; this ratio shifted towards those built for sale by 3.0 percentage points.
At the national level, the number of dwellings to be built based on construction permits and simple declarations was 28,081, 37% more than a year earlier.
In Budapest, permits were issued for a total of 10,959 dwellings, 56% more than a year earlier. 71% of the permitted housing construction in the capital will be realized in three districts. In District XI alone 4,247 permits were issued, followed by District XIII with 2054 permits, and District X with 1458 permits.
Compared to 2024, the number of permitted dwellings increased by 56% in towns of county rank (similar to the capital), by 18% in other towns, and by 13% in villages.
Among towns of county rank, Debrecen and Szeged stand out with 926 and 864 permits respectively. At the same time, more than 500 dwellings were permitted in Nyíregyháza, Győr, and Székesfehérvár, too.
Compared to last year, the number of permits increased in every region. The highest increase was in Southern Great Plain (76%), Budapest (56%), and Central Transdanubia (49%).
Builders made use of the simple declaration option in 27% of cases.
Construction permits were issued for a total of 10,228 residential buildings, 18% more than a year earlier. The number of non-residential buildings to be constructed was 2,975, 16% fewer than a year earlier.
