Competition Authority Cracking Down on Business Cartels

The Hungarian Competition Authority (GVH) is actively investigating cartels related to public procurement in international comparisons as well, said Csaba Balázs Rigó, the president of the competition authority, at a conference organized by the GVH.
Csaba Balázs Rigó stated at the Hungarian Compliance Academy conference that in 2024, the GVH would examine around 1,000 tenders related to public money usage. One of the key principles in public procurement procedures is fair competition, and the fight against public procurement cartels is particularly strict, he added.
The president of the Public Procurement Authority of Hungary (KH), who also gave a lecture at the event, mentioned that for genuine competition, a system is needed that filters out public procurement procedures with anti-competitive content. László Kovács added that
last year, under the announcement-monitoring activity, an average of 200 announcements were processed daily, and more than 100 calls for missing information were sent.
The number of legal remedy initiatives launched on the president’s initiative nearly doubled compared to the previous year, with 218 legal remedy initiatives against 390 contracting authorities and economic players.
Csaba Latorcai, the State Secretary at Hungary’s Ministry of Regional Development, emphasized that legal changes after 2010 made the public procurement system more efficient and the economic environment more transparent.
The government believes in the power of fair economic competition and relies on the cooperation of the GVH, KH, other authorities, civil organizations, and businesses in the future.
The GVH established the Hungarian Compliance Academy (MCA) a year ago, and in previous events, they discussed the connections between clean competition and economic growth, preventing cartels, administrative judiciary, and, most recently, the intersection of regulated activities and consumer protection. The next conference will focus on green compliance and the issue of green claims, the statement concluded.
